摘要
科技创新的重要性和紧迫性前所未有,单纯以科研项目经费为主的松绑放权,只是围绕经费这一科研活动的必要条件展开,尚难以充分调动科研人员的积极性。目前大部分科研人员都分布在高校和科研院所,其事业单位体制对收入分配既有保稳定的功能,但也有束缚。虽然近年来已经开展了大量改革,但普遍是头痛医头脚痛医脚,效果不尽如人意。本文基于系统性理论,从主体性、功能性、协同性、结构性和稳定性五个方面提出系统性推进科研事业单位收入分配制度改革的内涵与逻辑,即以科研事业单位自身为主体、以提升整体创新效率为目标,通过央地和各部门间协同、制度要素的结构化配置以及可预期的稳定性政策系统性推进。
The importance and urgency of scientific and technological innovation are unprecedented.The deregulation and decentralization of scientific research project funds only focus on funds,which is a necessary condition for scientific research activities.It is still difficult to fully mobilize the enthusiasm of scientific researchers.At present,most scientific researchers are distributed in scientific research institutions of colleges and universities.The system of public institutions not only has the function of ensuring stability,but also has constraints on income distribution.Although China has carried out a large number of reforms in recent years,the effect is not satisfactory.Based on the systematic theory,this paper puts forward the connotation and logic of systematically promoting the reform of income distribution system in scientific research institutions from five aspects including subjectivity,functionality,coordination,structure and stability.With the goal of improving the overall innovation efficiency,it is systematically proceed through the coordination between the central government and various departments,the structured allocation of institutional elements,and the predictable stability policy.
