摘要
内蒙古地域广阔,长期以来,区内经济水平领先的呼包鄂地区对自治区东部地区辐射带动作用不足,“西强东弱”现象明显。2021年11月,内蒙古自治区第十一次党代会提出构建区域城乡发展新格局,重点建设呼包鄂乌城市群和赤峰、通辽“双子星座”,旨在破解区域发展不平衡不充分问题。其中,打造赤峰、通辽“双子星”,提升区域性中心城市能级,必须要正视目前两市发展存在的问题和短板,从而清晰地找出对策建议。
Inner Mongolia has a vast territory. For a long time, Hohhot, Baotou and Ordos regions with the leading economic level, has insufficient radiation driving effect on the east Inner Mongolia, and the phenomenon of “strong in the West and weak in the East” is very obvious. In November 2021, the 11 th Party Congress in Inner Mongolia proposed to build a new pattern of regional urban and rural development, focusing on the construction of Hohhot, Baotou, Ordos and Ulanqab urban agglomeration and the “Gemini Constellation” of Chifeng and Tongliao, in order to solve the problem of unbalanced and insufficient regional development. To build Chifeng and Tongliao “Gemini constellation” and upgrade the significance of the regional central cities, we must face the problems and shortcomings existing in the development of the two cities, so as to clearly find out countermeasures and suggestions.
