摘要
在分析信息通信技术(ICT)水平、创新能力以及绿色高质量发展三者之间相互关系的基础上,以成渝地区为研究样本,采用非径向特点的超效率SBM模型对城市绿色高质量发展水平进行定量测算,通过构建PVAR模型,实证了三者之间关系的动态演化过程。结果表明:ICT水平与创新能力之间存在长期良性互动关系;创新能力的提升对绿色发展具有一定积极作用,但创新效能还未得到充分释放;ICT的发展阻碍了城市绿色转型进程,同时绿色发展也对ICT水平的提升产生抑制效应,二者互为反向关系。据此,根据成渝地区实际情况,提出加快ICT开发与应用、推动区域创新成果转化、加强城市间技术合作和环境协同治理等建议。
Based on the analysis of the relationship between ICT,innovation capability,and green and high-quality development,this paper uses the Chengdu-Chongqing region as a research sample,and the super-efficiency SBM model is used to quantitatively measure green high-quality development.By constructing PVAR model,the dynamic evolution process of the relationship between the three is demonstrated.The research shows that there is a long-term positive interaction between ICT and innovation capabilities;the improvement of innovation capabilities has a positive effect on green development,but the effectiveness of innovation has not yet been fully released;ICT hinders the process of urban green transformation,and green development also hinders ICT,which means the two have an inverse relationship with each other.Accordingly,according to the actual situation in Chengdu-Chongqing area,this paper suggests speeding up ICT development and application,promoting the transformation of regional innovation results,and strengthening technical cooperation and collaborative environmental governance between cities.
