摘要
在打赢脱贫攻坚战的战略部署之下,如今各级财政扶贫资金的投入规模有了进一步拓展,为脱贫攻坚提供了示范和支持作用。但实际上财政扶贫资金必须要考虑各种“跑冒滴漏”等问题,实现精准扶贫,打破资金利用效率不高的问题。在宏观经济形势压力大且财政收支矛盾激烈的环境下做好基层财政扶贫资金监管尤为重要,这也是实现精准扶贫、规范财政资金使用、提升财政资金利用率的必要举措。本文主要围绕X县的财政扶贫资金监管展开论述,分析其资金监管存在的问题,并提出了财政扶贫资金监督的有关对策。
Under the strategic deployment of winning the battle of poverty alleviation,the investment scale of poverty alleviation funds at all levels has been further expanded,providing a demonstration and supporting role for poverty alleviation.However,in fact,financial poverty alleviation funds must consider various issues such as"running and leaking"to achieve targeted poverty alleviation and overcome the problem of ine fficient use of funds.Under the pressure of the macroeconomic situation and the conflict between fiscal revenue and expenditure,it is particularly important to do a good job in the supervision of grassroots fiscal poverty alleviation funds.This is also a necessary measure to achieve targeted poverty alleviation,standardize the use of fiscal funds,and improve the utilization rate of fiscal funds.This paper mainly discusses the supervision of fiscal poverty alleviation funds in X County,analyzes the problems existing in its fund supervision,and puts forward relevant countermeasures for the supervision of fiscal poverty alleviation funds.
