数字人民币助力绿色转型

The Analysis of How Digital Yuan Boosts Green Transition in China

摘要 随着“碳达峰”“碳中和”双碳目标的推出,数字技术在绿色转型道路中发挥的作用也愈发显著,数字人民币作为典型代表,正日渐成为发挥这一作用的重要载体。文章基于数字人民币的技术特点和应用原则,结合我国绿色转型的核心诉求与现存挑战,深入分析数字人民币在逻辑与实践层面助力产业绿色转型的可行性,并建议央行等政府部门应重点推进数字货币技术研发,防范风险、提高效能;银行等持牌金融发挥好中间层作用,发掘数字人民币推动绿色投融资新路径;居民与企业也应成为数字人民币的积极使用者,以此促进数字人民币加速绿色转型的广泛实践。 With the launch of the dual carbon targets of “carbon peak” and “carbon neutral”,the role of digital technology in the green transition path has become increasingly prominent.Digital Yuan,a typical representative,is becoming an important vehicle to play this role. Based on the technical characteristics and application principles of digital Yuan,as well as the core demands and challenges of green transition in China,this paper analyzes the feasibility of digital Yuan in boosting the green transition of industries at both the logical and practical level:On the one hand,the controlled issuance and traceability of digital Yuan can promote reasonable and compliant allocation of green resources,and the development of green finance. On the other hand,digital Yuan can encourage green life consumption. In this regard,it is suggested that central banks and other government departments should focus on developing digital currency technology,so to prevent risks and improve efficiency;banks and other licensed financial institutions should play a good intermediary role to explore new paths for digital Yuan to boost green investment and financing;residents and enterprises should also become active users of digital Yuan,thus promoting the widespread practice of digital Yuan to accelerate green transition.
