摘要
运用历史制度主义分析范式考察中国开放远程教育政策的演进及其逻辑,可以发现:其政策演进经历了电化教育政策复兴、现代远程教育政策确立、基本形成现代远程教育政策体系和创新现代远程教育政策体系等四个阶段。其变迁存在一定的路径依赖,教育“两条腿走路”方针的确立和现代远程教育工程的实施成为两大关键节点。未来开放远程教育政策的理性选择应以立德树人为基本价值观念,以服务全民终身学习教育体系的构建为发展动力,以创新政策工具强化支持保障机制。
An investigation is made into the evolution and logic of China’open and distance education policy with the analysis paradigm of historical instutionalism. It is found that the policy has gone through several stages:the revival of audio-visual education policy,the establishment of modern distance education policy,the construction of modern distance education policy system and the innovation of modern distance education policy system;There exists the path dependence in its evolution,and the establishment of “two-legged educational principle”and the implementation of modern distance education project have become the two key nodes. To rationally choose policies in the future,we should keep in mind the concept of fostering integrity and promoting rounded development of people. And we should also innovate the policy instrument and strengthen the guarantee system.
