摘要
突发重大公共卫生事件的信息内容具有负面舆论倾向时极易造成民众恐慌情绪。在网络环境中及时、有效、准确地利用信息资源对于避免恐慌具有重要作用,文章从公众的电子健康素养水平与信息行为入手,分析突发公共卫生事件时,公众的信息行为与应对重大公共卫生事件的恐慌情绪,调查目前我国电子健康素养研究概况,探讨应对公众恐慌的方法。研究表明突发重大公共卫生危机事件时,通过网络获取信息的民众占绝大多数,其间民众的电子健康素养能力发挥重要作用。《“健康中国2030”规划纲要》《国务院关于积极推进“互联网+”行动的指导意见》等国家政策的出台,可见民众电子健康素养能力的提高在避免民众恐慌,全面提高健康水平中尤为重要。
When the information content of the major public health event has a negative tendency of public opinion,it is easy to cause public panic.Timely,effective and accurate use of information resources in the network environment plays an important role to avoid panic.This article start with the public e-health literacy and information behavior,analyze the public’s information behavior and panic facing the major public health event,investigate the e-health literacy research status in China,and discuss ways to deal with public panic.The sudden major public health crisis,not only cause serious harm to people’s lives and economy,but also produce public panic and disturb the social stability and order.Research shows that the vast majority of people get information online,and public e-health literacy plays an important role.National policies such as"healthy China 2030"Plan outline and"guidance of the state council on actively promoting"internet plus"action",show that the improvement of public e-health literacy ability is particularly important in avoiding public panic and comprehensively improving their health level.
