共同富裕视角下养老保险制度“并轨”改革实证研究——以浙江省为例

摘要 高质量的社会保障体系是实现共同富裕的制度保障。本文以《关于机关事业单位工作人员养老保险制度改革的决定》作为准自然实验情景,并借鉴合成控制法的思想将国控单位作为对照组构建双重差分模型,在一定程度上解决了因劳动者素质能力差异而带来的内生性问题。本文从政策冲击对不同地区机关事业单位劳动报酬、消费水平、净收入增长、地区基尼系数等方面的影响,来衡量工资补偿政策对改革收入再分配效应的削减作用,从而考察浙江省养老保险制度“并轨”改革效果。研究结果显示,虽然养老保险制度“并轨”改革取得了一定的成效,但由于采取“增量改革”,其并没有完全破解原有制度困境。最后提出政策建议:深化养老保险改革,加快共同富裕步伐;健全工资合理增长机制;确保养老保障制度公平,加快养老金全国统筹。 To achieve common prosperity,a high-quality social security system with an institution guaranteed is essential.In this paper,“The Decision on the Reform of the Oldage Insurance System for the Staff of government Organs and Institutions”is taken as a quasinatural experimental situation,and the state-controlled units are used as a control group to construct a double-difference model with reference to the idea of synthetic control method.To a certain extent,it solves the endogenous problems caused by the difference of the quality and ability of the laborers.This paper measures the effect of the wage compensation policy on the reform in terms of the impact of the policy on the Labor remuneration,consumption level,growth of net income,and Gini Coefficient of different regions of the Redistribution of wealth,to examine the impact of pension reform on Redistribution of wealth in Zhejiang Province.The findings of the research show that although the pension reform has achieved some success,it has not completely solved the dilemma of the old system because of the incremental reform.Finally,some policy recommendations are made:the reform of old-age insurance system should be deepened and the pace of common prosperity accelerated;the mechanism of reasonable wage increase improved and excessive welfare avoided;and the fairness of the oldage insurance system ensured,as well as an old-age insurance system with its fund pooling at the national level achieved.
