摘要
目的:为了准确的定位农村医养结合服务发展中的政府责任,推进农村老年人亟需满足的医养结合服务需求。方法:文章基于需求溢出理论,分析了农村老年人医养结合养老服务的多样化需求,发现农村老年人经济保障、生活照料、医疗保健、人文关怀、文化娱乐、权益保障、社会参与及居住环境适老化等医养结合养老服务需求均存在溢出问题。结果:发现政府在履责医养结合养老服务中还存在应对机制滞后、供给不平衡、医养分离严重、养老社会化程度低等问题。结论:建议政府在农村医养结合养老服务发展中道德、政治、行政、法律责任进行以下定位,道德责任:弘扬孝道文化,回归家庭养老;政治责任:均衡养老资源,共建和谐社会;行政责任:溢出养老服务,重在逐级解决;法律责任:完善政策法规,落实医养服务。
Objective To define the governmental responsibility in the development of integrated pension services with medical care in rural areas,and promote to meet the needs of integrated pension services with medical care for rural elderly people.Methods Based on the demand spillover theory,the diversified needs of integrated pension services with medical care of rural elderly were analyzed.Results There were some problems of the government in the integrated pension services with medical care,which were lagged coping mechanism,unbalanced supply,serious separation of medical care from pension,and lower socialization of the elderly care.Conclusion It is suggested to define the moral,political,administrative and legal responsibility of the government in the development of integrated pension services with medical care in rural areas.
