摘要
针对传统DEA方法中将所有投入和产出按照径向测度扩张等比例扩张(压缩),无法区分投入指标和产出指标调整的大小与幅度的不足,将负产出引入到港口效率评价,构建了更加符合港口运营实际的SBM-DEA模型。以江苏省为例,对2009-2018年港口效率进行了评价,发现2009-2018年江苏省港口效率整体呈上升趋势;在一定时期内存在港口基础设施投入冗余的现象,且投入冗余量呈现波动性,同时也出现了货物吞吐量和集装箱吞吐量产出交替不足的现象;作为非期望产出的二氧化碳排放的冗余随着时间推移逐渐降低。基于分析结果,从投入、期望产出和非期望产出三个方面提出了相应建议。
The paper points out that the traditional DEA method would expand(or compress)all inputs and outputs isometrically,which cannot distinguish the size and amplitude of the adjustment of input and output indicators.Aiming at this problem,the paper introduces negative output into port efficiency evaluation,and constructs an SBM-DEA model more consistent with actual port operation.Then,taking Jiangsu Province as an example,the paper evaluates its port efficiency from 2009 to 2018.The result shows that from 2009 to 2018,the overall port efficiency of Jiangsu province shows an upward trend.In a certain period of time,the port infrastructure input shows fluctuant redundancy.At the same time,the output of cargo and container throughput is alternately insufficient.The redundancy of carbon emissions,as an unexpected output,decreases over time.Based on the analysis result,the paper puts forward corresponding suggestions from three aspects of input,expected output and unexpected output.
