摘要
在农村闲置宅基地和城镇建设用地需求指标双增长的现状下,如何缓解农村与城镇、地区之间土地资源配置失衡的问题值得深入探究。以宅基地发展权为依托,构建进城农村村民有偿退出宅基地的全域性政策工具——宅基地复垦票,提高宅基地节约集约利用率,解决进城农户租购住房支付能力不足的问题,构建城市建设用地持续供给机制。
Under the situation of dual growth of rural idle homestead and urban construction land demand index,how to alleviate the imbalance of land resource allocation between rural and urban areas is worthy of in-depth exploration.Based on the development rights of homesteads,this paper designs the Homestead Reclamation Ticket,which is a comprehensive policy tool for rural villagers to withdraw from their homesteads with compensation,so as to improve the economical and intensive utilization rate of homesteads,solve the problem of farmers'insufficient ability to pay for housing,and establish a sustainable supply mechanism of urban construction land.
