摘要
基于乡村社区资本活化的村庄规划编制应从社会和空间两个维度充分挖掘村庄整体价值、科学认识村庄规划要素、全方位整合规划内容,以真正切合“多规合一”的国土空间规划体系。本文提出湖南大湘西地区生态保护类和特色保护类村庄的规划编制重点、村庄发展逻辑和资本比较优势,主张遵循摸底评估、资本识别、规划统筹和成果共谋的活化式编制技术路线,以确保成果的“多规合一”与实用性。以景区周边自然特色保护类村庄中的自下而上型自觉营造与自上而下型规划引领两类案例为例说明规划编制中应从资本增值的角度,突破流程式的现状表象罗列和问题发现模式,更广更深地整合社会与空间资源。
The village planning compilation based on capital activation of village community shall fully extract village value,scientifically recognize village planning factors and integrate planning contents from two perspectives of society and space overall,in order to truly be in compliance with national territorial spatial planning system of multi-planning integration.The key points of planning compilation of ecological and special protection villages,village development logic and comparative capital advantages shall be put forward.Technical compilation routes of mastering diagnostic assessment,identifying the capital,planning as a whole and conspiring results shall be made to ensure achievements'multi-plan integration and practicability.This paper takes two cases,including public participation from bottom to top and planning orientation from top to bottom in villages with the natural characteristic protection around the scenic spot,to explain that a model of listing of procedure-based current surface situations and problems discovery shall be broken through from the perspective of capital appreciation in the planning compilation for the purpose of integrating social and spatial resources in a wider and deeper range.
