摘要
我国医联体建设的主要目的,是促进优质医疗资源下沉、提升医疗服务能力;竞争是促进医疗服务能力迅速提升的最有效手段,两者不是矛盾的对立面,而是目标一致的统一体。本文从医联体建设的类型选择、参与主体和竞争方向三个方面,分析医联体建设的资源统筹与有序竞争之间的关系,提出要设置层次分明的医联体建设规划、控制医联体规模、注重本地医疗人才培养,以及关注区域资源统筹的公私竞争和法人治理问题。
The main purposes of the construction of regional medical associations in China are to promote the allocation of high-quality medical resources to primary care institutions,and improve the medical service quality.Competition is the most effective approach to promoting the rapid improvement of medical service quality.Instead of being contradictory,resources planning and competition forward the same goal.From the perspective of type,participants,and field of competition,this paper analyzed the relationship between resources planning and orderly competition in the construction of regional medical associations.Then this paper recommended that regional medical associations with clear hierarchy should be set up,the scale of regional medical associations should be controlled,the training of local medical practitioners should be valued,and public-private competition along with legal person governance should be paid attention to in the overall planning of regional resources.
