摘要
目前国内外普遍采用不停电作业手段来提高供电可靠性、减少用户停电时间、提高劳动效率。如何在有限资源的情况下确定不停电作业的优先级,是当下不停电作业次数呈爆发式增长面临的关键问题。在构建用户停电损失模型的基础上,采用问卷调查的手段,针对不同种类的用户开展调研,利用Tobit模型截断思想,对其进行预处理,再从定性分析与定量计算两方面进行深入分析,拟合出停电损失一般函数公式。利用停电损失一般函数公式,可评估计划工单中的用户停电损失,再结合用户重要等级情况,即可确定不停电作业的优先级。
At present,overhaul without interruption is widely used at home and abroad to improve power supply reliability,reducepower outage time and improvelabor efficiency.How to determine the priority of uninterrupted operations with limited resources is a key issue facing the explosive increase in the number of uninterrupted operations.On the basis of constructing the user power loss loss model,the questionnaire survey is used to conduct research on different types of users.The Tobit model truncation idea is used to preprocess it,and then the general function formula of outage loss is fitted from the two aspects of qualitative analysis and quantitative calculation.Using the general function formula of outage loss,the user outage loss in the planned work order can be evaluated.In combination with the user′s importance level,the priority of uninterrupted operation can be determined.
