摘要 “十四五”期间,我国数字经济与实体经济仍将保持加速融合的态势,呈现出融合基础环境持续向好、产业数字化加速向深层次拓展、消费互联网升级与产业互联网发展良性互动,以及新业态与新模式日益成熟、网络安全与数字治理问题重视程度加深等趋势。但在融合过程中也存在融合发展不充分不平衡、数字核心技术有待提升、跨界融合应用型人才储备不足、数据产权界定与治理体系滞后于产业数字化转型等问题。为此,“十四五”期间,一是要加快数字化基础设施建设,为产业数字化转型提供保障与支撑;二是要强化数字经济与实体经济融合的充分性与均衡性,深化数字技术在传统产业研发创新、生产加工等全环节的渗透和应用;三是要加快数字技术研发与突破,摆脱技术层面受制于人的局面;四是要加快跨界融合高端数字化人才队伍建设,打造跨界融合的专业化、国际化人才队伍;五是要加强网络安全与数字治理力度,为数字经济与实体经济融合提供健康发展环境的同时,促进数字经济与实体经济深度融合。 During the"14th Five-Year Plan"period,my country's digital economy and real economy will continue to maintain a trend of accelerated integration,showing a continuous improvement in the basic environment of integration,the accelerated expansion of industrial digitalization,and the benign interaction between consumer Internet upgrades and industrial Internet development.,as well as the growing maturity of new business formats and models,and the increasing emphasis on cybersecurity and digital governance issues.However,in the process of integration,there are also problems such as insufficient and unbalanced integration and development,the need to improve digital core technologies,insufficient talent pool for cross-border integration and application,and the definition and governance system of data property rights lag behind the digital transformation of the industry.To this end,during the"14th Five-Year Plan"period,the first is to speed up the construction of digital infrastructure to provide guarantee and support for the digital transformation of the industry;The penetration and application of industrial R&D innovation,production and processing,etc.;the third is to speed up the research and development and breakthrough of digital technology,and get rid of the situation that the technical level is controlled by others;the fourth is to speed up the construction of high-end digital talent team for cross-border integration,and create a professional cross-border integration The fifth is to strengthen network security and digital governance,provide a healthy development environment for the integration of the digital economy and the real economy,and at the same time promote the deep integration of the digital economy and the real economy.
