摘要
非道路移动机械已经逐渐成为城市重要的大气污染源之一,其污染防治是空气质量改善的重难点。通过系统分析国家层面非道路移动机械的相关法律法规,梳理地方省、市的非道路移动机械污染排放控制的立法经验,结合当前非道路移动机械污染管控存在的问题,分别从登记备案制度、综合监管以及联动管理等方面提出关于非道路移动机械大气污染地方立法的几点建议。
The non-road mobile machinery has gradually become one of the most important air pollution sources in cities,and its pollution prevention and control is a major difficulty in improving air quality.This paper systematically analyzed the relevant laws and regulations on non-road mobile machinery at the national level,reviewed the legislative experience of non-road machinery emission pollution control in provincial and city level.In view of the current problems in the pollution control of non-road mobile machinery,several suggestions on local legislation of air pollution by non-road mobile machinery were put forward in terms of registration and record system,comprehensive supervision,joint management,and so on.
