摘要
为全面提升超标洪水防御能力,最大程度地减轻河流超标洪水带来的损失,避免"黑天鹅""灰犀牛"事件的发生,2020年水利部要求针对大江大河、重要支流、有防洪任务的县级以上城市开展超标洪水防御预案的编制工作。结合子牙河河系现状防洪工程体系,针对不同量级洪水,提出超标洪水的应对措施,以供探讨。
In order to comprehensively improve the capacity of excessive flood defense,minimize the loss from excessive flood to the greatest degree and avoid the occurrence of the"Black Swan·Gray Rhino"event,the Ministry of Water Resources requires cities above the county level with flood control tasks to compile the excessive flood defense plan for large rivers and important tributaries in 2020.Combined with the current flood control engineering system of the Ziyahe river system,this paper puts forward the countermeasures against excessive floods of different levels for discussion.
