摘要
耕地是最为宝贵的基础性资源,坚守耕地保护红线,需要顺应发展趋势,着力健全完善严保严管的监管体系和运行机制。本文通过对耕地保护监管研究现状进行梳理和分析,进一步系统阐述了耕地保护监管面临的新发展趋势,深入剖析当前耕地保护监管存在的关键问题,从耕地保护监管意识提升、系统保护、预警机制、协同监管、差别化政策监管等方面提出相关的对策建议,为新发展阶段加强耕地保护监管机制建设提供必要的理论支撑和参考。
Cultivated land is the most valuable basic resource.To adhere to the red line of cultivated land,we should strive to improve the supervision system and operation mechanism of strict protection and management.By sythesizing and analyzing the research status of cultivated land protection and supervision,this paper systematically expounds the new development trend faced by cultivated land protection and supervision,and goes on to analyze several key problems in current cultivated land protection and supervision,and puts forward relevant countermeasures and suggestions,,which includes awareness improvement,system protection,early warning mechanism,collaborative supervision,differentiated policy supervision,etc.All of this can provide necessary theoretical support and reference for strengthening the construction of cultivated land protection and supervision mechanism in the new development stage.
