食品中非法添加药品企业特征分析及监管思路探究 被引量:2

摘要 《中华人民共和国食品安全法》明确规定,生产经营的食品中不得添加药品。但近年来,不法企业在食品中非法添加药品的案件却屡禁不止,极大危害了消费者的身体健康和人身安全,对我国的食品安全监管体系造成了严重的不良影响。本文主要从企业经营模式及人员组织、常见产品特点及主要销售对象、常见非法添加药品类型及其危害等3个方面对近年来在食品中非法添加药物的企业特征进行分析;同时从严把准入关、提前预警通报、突击检查、改变抽检方式、加强网络监管、建立联合执法体系以及及时发布非法添加药品名称及其检测方法等方面对监管思路进行探究,以期为市场监管部门加强食品安全监管,更有效打击食品中非法添加药品的行为提供参考性意见和建议。 China’s Food Safety Law has definitely stipulated,drugs shall not be added to food produced or sold.But in recent years,cases of illegal drugs addition to food are existing although repeated banning,which bring the physical health and safety of consumers into great danger and cause serious adverse effects to China’s food safety supervision system.In this paper,characteristics of enterprises illegally adding drugs to food were analyzed from three respects as management mode and personnel organization,product characteristics and major sales targets,types and hazards of drugs illegally added etc.Meanwhile,research on supervision mode was carried out from strict license control and advanced warning,snap check and sampling method transform,strengthening internet supervision and establishing combined law enforcement system,and timely issuing names and detection methods of drugs illegally added.In order to provide indicative comments and suggestions for market regulation agency to strengthen the food security supervision and punish the activities of illegal drugs addition to food more effectively.
