摘要
医院作为受城市水灾影响最为特殊的场所,其应急管理能力对于应对城市水灾有着极其重要的意义。通过对医院应急管理理论及水灾应急管理过程的研究,了解医院应急管理过程中需考虑的基本要素。其次通过具体事例分析美国、日本以及德国对城市发生水灾后具体应急管理措施,同当前我国管理经验相比,分析当前我国医疗机构水灾应急管理的不足。同时借鉴发达国家的经验,并依据应急管理理论、灾害风险管理理论,提出从制定水灾应急管理预案、加强物资人力及医疗设备调配、组织培训提升医院人员应急管理素质三个方面来注重提升医院整体应急能力,为医疗机构应对突发城市水灾事件提供一定理论参考。
Hospital being the most special place affected by urban flood,its emergency management capability is of great significance to deal with urban floods.Through the research on the theory of hospital emergency management and the process of flood emergency management,we have summarized the basic elements that need to be considered in the hospital emergency management process in this paper.Secondly,we have analyzed the deficiencies in the current flood emergency management of China′s medical institutions by way of analyzing the specific emergency management measures of the America,Japan and Germany after urban floods and comparing those with the current management experience in China.Finally,based on the experience of developed countries and the emergency management theory and disaster risk management theory,we suggest to improve the overall emergency response from the three aspects:formulating flood emergency management plans,strengthening the deployment of materials and human resources and medical equipment,and carrying out training to improve the quality of emergency management of hospital personnel so as to provide certain theoretical reference for medical institutions to deal with sudden urban floods.
