摘要
国土空间详细规划是新时期国土空间规划体系的重要组成部分,也是国土空间开发保护的重要法定依据。目前,全国各级国土空间规划编制工作正有序推进,建立科学有效的传导机制、实现总体规划向详细规划的有效传导,是保障规划权威性、实施性的重要手段。文章总结原空间规划传导机制的模式特点和主要问题,梳理了国内外规划传导与详细规划编制方面的经验,按照新时期国土空间规划体系的要求,突出全域全要素传导与管控,提出基于规划传导的详细规划编制技术路线。
Detailed planning is an important part of the new territory spatial planning system and also the statutory basis for land development and protection.With steady process of territory spatial planning around the country,to establish a scientific and effective conduction mechanism that is capable of transmitting planning intentions from master planning to detailed planning becomes an important component to ensure the authority and implementation of planning.This paper summarizes the characteristics and main problems of the original spatial planning conduction mechanism,compares experience in planning conduction and detailed planning both in China and abroad,emphasizes conduction and whole-area and all-elements control according to the requirements of the new spatial planning system,and tries to propose the technical route of detailed planning based on planning conduction.
