摘要
美国社会经济的发展和取得的成就在很大程度上得益于美国的留学、移民政策。本文尝试梳理和分析近期拜登制定和推行的留学、移民主张和政策。分析发现,拜登近期的留学、移民政策主要聚焦在以下3个方面:加大引进全球科技人才,为美国提供源源不断的创新动力;取消工作绿卡上限,吸引更多高素质人才;拓展绿卡申请途径,吸引更多STEM学生到美深造。在此基础上,提出我国引进高质量海外人才的政策建议:打造全球人才创新高地,吸引高素质人才;围绕国家重大科研、关键创新技术引进高端人才等。
The economic and social development in the U.S benefits immensely from its policies to attract excellent international students and immigrants.The paper tries to make an in-depth analysis of such proposals and policies of the Biden administration.It is found in the paper that those proposals and policies are unfolded in the 3 major aspects:intensify efforts to attract professionals in science and innovation to inject a slew of innovation power for the U.S;Terminate the ceiling limit for green cards for workers to attract immigrants of excellence;and expand avenues for applying for green cards to attract STEM students to study in the U.S.Some suggestions for attracting talents of profession and excellence to study or work in China are made in the final part:build a pace-setter for attracting talents of excellence,and attract and retain outstanding overseas talents dovetailing with national tasks for major scientific projects,and key innovative technologies.
