摘要
数字人民币将为经济社会注入新的活力,而以诱骗形式非法侵占他人财物的电信网络诈骗,却始终损害着群众的切身利益。数字人民币对诈骗防范治理的影响具有两面性,即在可能加大诈骗风险和防范治理难度的同时,促进用户个人信息保护,并通过诈骗资金流向取证,解决线索追踪溯源、诈骗团伙关联挖掘等难题。因此,完善数字人民币相关法律法规、创新技术防范应用,数字人民币将对电信网络诈骗综合治理发挥举足轻重的作用。
Digital Currency/Electronic Payment(DC/EP)will inject new vitality into the economic society,while telecommunications network fraud has always harmed the interests of the people.While DC/EP may increase the risk of fraud and the difficulty of prevention and governance,it also promotes the protection of users’personal information,and solves the problems of tracking and tracing the source of clues and mining the association of fraud gangs through collecting evidence through the flow of fraudulent funds.Therefore,the DC/EP will play an important role in the comprehensive management of telecommunication network fraud by improving the laws and regulations,and innovative technology prevention and application.
