摘要党员是党的肌体细胞,党员参与基层社会治理既是党建引领基层社会治理的根本要求和具体体现,也是百年大党永葆芳华的成功之道。为进一步推进国家治理体系和治理能力现代化,必须充分激发党员参与基层社会治理的活力与动力。本文以N市B区“红领之家”为研究个案,运用“组织再造+机制嵌入”的解释框架对“红领之家”创新党员参与基层社会治理的实践模式加以考察,旨在从理论层面揭示这一创新模式的内在运作逻辑:“红领之家”在组织再造(以再组织化方式整合党员资源力量)的基础上有效地嵌入柔性化介入、精准化管理和多元化支持等多元机制,从根本上改变了传统“单位党组织—党员”的单一管理模式,形成了党员“工作在单位、服务在基层、奉献双岗位”的双重管理模式,开辟和探索出党员带头参与基层社会治理的创新模式,为新时代新阶段推进党员参与基层社会治理提供了新样本和新思路。 Party members are the body cells of the Party.Party members'participation in grass-roots social governance is not only the fundamental requirement and concrete embodiment of Party building and leading grass-roots social governance,but also the way to the success of the century-old big Party.In order to further promote the modernization of national governance system and governance capacity,it is necessary to fully stimulate the vitality and motivation of Party members to participate in grass-roots social governance.This paper takes the‘Red Collar Home’in District C of N City as a case study,and uses the explanatory framework of‘organization reinventing+mechanism embedding’to investigate the practice mode of‘Red Collar Home’innovating Party members'participation in grassroots social governance,aiming to reveal the internal operation logic of this innovative mode from the theoretical level:In red collar that organization reinventing(in more organized way to integrate the party member of resources)on the basis of effectively embed flexible intervention,precise management and diversified support multiple mechanism,fundamentally changed the traditional"single unit party organization,party members management model,to form the party members'work at the grass-roots level in the unit,service,dedication double post dual management model,which has explored the innovative mode of Party members taking the lead to participate in grass-roots social governance,providing new samples and new ideas for promoting Party members to participate in grass-roots social governance in the new era and new stage.
