摘要
田园综合体是集现代农业、休闲旅游、田园社区为一体的乡村综合发展模式,各地根据地方实际探索衍生出多样的实践路径,但大多局限于项目空间内部要素整合的探索,缺乏对田园综合体与区域及城乡互动发展的深入研究。同时,在国土空间规划体系改革背景下亟需明确田园综合体具体实施的法定路径和保障。本文聚焦城市近郊乡村地区,提出近郊型田园综合体是探索城乡融合实践路径的创新平台和载体,从城乡融合视角提出近郊型田园综合体规划的新路径,以主动对接城乡发展为导向,尝试将乡建综合优势与城市发展要素相结合,从空间体系重构、城乡产业融合、机制平台创新、田园社区共享四个方面构建乡村融入城乡发展网络的规划范式,并通过"多规合一"的村庄规划保证田园综合体的实施推进。最后以江苏省南京市江宁区溪田田园综合体为例进行实证分析,以期为当下乡村振兴和城乡融合发展研究及建设实践提供有益的参考。
Rural complex is a comprehensive rural development model integrating modern agriculture,leisure tourism and rural community.Various practical paths have been derived from local exploration according to local conditions,but most of them are limited to the exploration of the integration of internal elements in the project space,and there is a lack of in-depth research on the interactive development of rural complex,region and urban and rural areas.At the same time,in the context of the reform of land and space planning system,it is urgent to clarify the legal path and guarantee for the specific implementation of pastoral complex.This paper focuses on the suburban and rural areas of the city,puts forward that the suburban pastoral complex is an innovative platform and carrier to explore the practical path of urban-rural integration,puts forward a new path for the planning of suburban pastoral complex from the perspective of urban-rural integration,and tries to combine the comprehensive advantages of rural construction with the elements of urban development,from the perspective of spatial system reconstruction,urban-rural industrial integration.The planning paradigm of rural integration into urban-rural development network is constructed from the four aspects of mechanism platform innovation and rural community sharing,and the implementation of rural complex is promoted through multi-compliance village planning.Finally,an empirical analysis is carried out with Nanjing Jiangning Xitian rural complex as an example,in order to provide a useful reference for the current research and construction practice of Rural Revitalization and urban-rural integration development.
