摘要
基于湖南122个县市区2020年调度资料分析,从省域、市域、县域层面,对村集体经济组织经营性收入水平进行了比较研究。结果表明,全省村集体经济组织经营性收入存在“双低”特征;薄弱、一般、富裕三类市州大致呈“361”(30%、60%、10%),三类县市区大致呈“433”(40%、30%、30%)占比分布;三类市州、县市区村平经营性收入差异极显著;一般县市区和富裕县市区的农民人均可支配收入对村平经营性收入水平具有正向作用,薄弱县市区则存在“反差”现象。针对分析结果,提出了稳固富裕县市区、提升一般县市区、主攻薄弱县市区的分类发展对策建议。
Based on the analysis of dispatch data of 122 cities/counties/districts in Hunan Province in 2020,this paper has made a comparative study on the operational income levels of village collective economic organizations at the provincial,city and county levels.The results show that the operational income of village collective economic organizations in whole province was of double-low characteristics;the proportion of weak,general and rich cities/prefectures was roughly 3∶6∶1(30%,60%,10%),and the proportion of weak,general and rich counties/districts was roughly 4∶3∶3(40%,30%,30%),with the difference of average operational income levels of village collective economic organizations among the cities,counties and districts reaching an extremely significant level.The per capita disposable income of farmers in ordinary and rich cities/counties/districts had a positive effect on the average operational income levels of village collective economic organizations,while the"contrary"phenomenon existed in weak cities/counties/districts.It puts forward to stabilize the rich cities/counties/districts,improve the general,and focus on the weak.
