摘要
经过改革开放40多年的发展,经济发展和生态环境之间的矛盾不断加剧,加快生态文明建设是破解矛盾的重要抓手,推动"绿水青山"向"金山银山"转化是其中关键一环,如何有效实现生态产品价值成为政府、学者普遍关心的热点问题。系统梳理我国生态产品价值相关领域的研究成果,目前国内的研究主题聚焦于生态产品概念内涵、生态价值核算方法、生态产品价值实现路径等方面。文章全面回顾了我国生态产品价值实现的政策实践历程,大致可以分为萌芽起步、努力探索、全面发力3个发展阶段,且政府在生态产品价值实现实践中始终起着主导作用。展望了生态产品价值实现研究需要关注的重点问题,认为在理论建构、调查评价、价值核算、实现路径等方面研究需要进一步深化探索。在未来研究中,需要构建多学科交叉融合,多元化数据基础,多样化技术支撑的生态产品价值实现分析体系。
After more than 40 years of Reform and Opening-up,the contradiction between economic development and ecological environment has intensified.Accelerating the construction of ecological civilization is an important starting point to solve the contradiction.Promoting the transformation from"lucid water and lush mountains"to"invaluable assets is a key link.How to effectively realize the value of ecological products has become a hot issue of general concern to the government and scholars.This paper systematically combs the relevant topics of ecological product value research in China.At present,domestic research mainly focuses on the concept connotation of ecological products,ecological value accounting methods,ecological product value realization path and so on.This paper comprehensively reviews the policy practice process of the value realization of ecological products in China,which can be roughly divided into three development stages:budding start,hard exploration and comprehensive development,and the government always plays a leading role in the practice of the value realization of ecological products.This paper looks forward to the key issues that need to be paid attention to the research on the value realization of ecological products,and believes that the research on theoretical construction,investigation and evaluation,value accounting and realization path need to be further explored.In the future research,it is necessary to build an analysis system of value realization of ecological product with interdisciplinary integration,diversified data base and diversified technology support.
