摘要
碳排放管理制度和排污许可制是目前我国二氧化碳和污染物排放管理的核心制度。排污许可制用于规范排污单位排污行为并控制污染物排放,碳排放管理制度管控二氧化碳排放,对我国温室气体减排工作起着至关重要的作用,也是实现"碳达峰、碳中和"既定目标的有效途径。二氧化碳与其他污染物的排放具有同源性,探索两项制度的协同治理方式,是降低制度设计成本,高效实现污染物降排的有效途径。以水泥行业企业为例,对比排污许可与碳排放管理制度两项工作的关系,探索衔接机制。
The carbon emission management system and the pollution discharge permit system are the core systems of my country’s carbon dioxide and pollutant emission management. The pollution discharge permit system is used to regulate the pollutant discharge behavior of pollutants and control the discharge of pollutants. The carbon emission management system controls carbon dioxide emissions,which plays a vital role in my country’s greenhouse gas emission reduction work,and also the effective ways to achieve the goals of peaking carbon dioxide emissions and carbon neutrality. The emissions of carbon dioxide and other pollutants are homologous. Exploring the collaborative governance of the two systems is an effective way to reduce the cost of system design and achieve high-efficiency reduce emissions of pollutants. Therefore,this article takes cement industry companies as an example to compare the relationship between the carbon emission management system and the pollution discharge permit system,and explore the cohesive mechanism.
