摘要
监测能力建设是开展生态环境监测工作的重要基础。本文以安徽省生态环境监测机构为例,介绍了驻市监测机构当前面临的机构职能定位转变、环境管理需求升级、加强监测数据质量等新形势要求。分析了当前驻市监测机构在监测基础条件、应急监测能力和监测网络运维保障等方面存在的问题,然后从监测能力布局、具体实施路径和强化保障措施三个方面对驻市监测机构加强能力建设提出了建议。
The construction of monitoring capacity is an important basis for carrying out eco-environmental monitoring. Taking the municipality-based eco-environmental monitoring institutions in Anhui Province as an example, this paper introduces the new situation requirements faced by the monitoring institutions in Anhui Province, such as the transformation of institutional function orientation, the upgrading of environmental management needs, strengthening the quality of monitoring data. This paper analyzes the problems existing in the monitoring basic conditions, emergency monitoring capacity and monitoring network operation and maintenance guarantee of the current monitoring institutions in the city, and then puts forward some suggestions on strengthening the capacity construction from three aspects: the layout of monitoring capacity, the specific implementation path and strengthening guarantee measures.
