摘要
建设项目环境影响评价制度与固定污染源排污许可制度是生态环境管理中两项重要制度,两项制度的深度衔接是发挥以排污许可制度为核心的环境管理体系作用的关键。当前两项制度衔接存在名录差异、许可量计算方法不同以及制度管理规定落实不够等问题。为做好两项制度的深度衔接,可以从管理名录融合、统一污染物排放量计算方法、丰富排污许可证内容以及加强排污许可证后监管几个方面着手解决。
Environmental impact assessment of construction project and fixed pollution source discharge permit are two important system in ecological environmental management.The deep connection between this two system is the key for the environmental management system to make a difference.Currently,there are same problems in the connection of this two systems such as directory differences,the difference of calculation methods for permits and insufficient implementation of system management regulations.In order to achieve the in-depth integration of the two systems,the solution can be tackled from several aspects:the integration of management lists,the unification of pollutant discharge calculation methods,the enrichment of the content of pollution discharge permits,and the strengthening of post-discharge permit supervision.
