摘要
黄河流域生态保护和高质量发展已上升为国家战略。滨州是山东省唯一一个京津冀及周边“2+26”通道城市、环渤海“1+12”城市和黄河三角洲中心城市叠加的城市。立足滨州市情,以现实需求为导向,找准问题短板,提出对策与路径。抢抓国家重大战略推动高质量发展,做足用好黄河文章,创建“黄河生态经济带先行示范区”。深挖黄河文化,打造独具特色的沿黄景观带、旅游带。强化支撑保障,科学开展区域空间生态环境评价暨“三线一单”编制。涉黄河生态破坏纳入环境损害赔偿范围,责任履行环境刑事审判的量刑情节。强化战略合作及专家智库建设,打造黄河流域生态保护和高质量发展的滨州样板。
Ecological protection and high-quality development in the Yellow River Basin has become a national strategy.Binzhou is the only“2+26”channel city in Beijing Tianjin Hebei and its surrounding areas,the“1+12”city around Bohai Sea and the central city of Yellow River Delta in Shandong Province.Based on the actual situation of Binzhou City,guided by the actual needs,this paper finds out the problems and puts forward countermeasures and paths.Grasp the national major strategy,promote high-quality development,make full use of the Yellow River,and create the“Yellow River Ecological Economic Belt first demonstration area”.We should dig deep into the culture of the Yellow River and create a unique landscape and tourism belt along the Yellow River.Strengthen support and guarantee,scientifically carry out regional spatial ecological environment assessment and“three lines and one list”compilation.Ecological damage related to the Yellow River is included in the scope of environmental damage compensation,and the performance of responsibility is regarded as the sentencing circumstances of environmental criminal trial.Strengthen strategic cooperation and the construction of expert think tanks to build Binzhou model of ecological protection and high-quality development in the Yellow River Basin.
