摘要
执掌政权是无产阶级政党的必然使命,党的长期执政能力的提出是中国共产党基于理论、历史和现实基础上的自我觉醒。而党的长期执政能力的提升,关键是要以党的自我革命为中心,实现执政党的自我调适,提升执政党自身治理与内部治理的能力和水平。通过以制度建构、开发与整合为中心的制度性调适,实现党、国家、社会的有效互动,以制度调适为核心实现执政党的自我革新。党肩负着领导与执政的双重使命,在实现执政党的自我革命的同时,坚持和加强党的全面领导,以党的有效领导创造发展,提升执政党执政合法性与民众对于执政党的政治认同,巩固党长期执政的外部基础。
Holding power is the inevitable mission of a proletarian party.The proposal of the Party’s long-term governing ability is the self-awakening of the CPC based on theory,history and reality.The key to the improvement of the Party’s long-term governing ability of the CPC is to take the Party’s self-revolution as the center,realize the self-adjustment of the ruling Party,and improve the ability and level of its own governance and internal governance.Through the institutional adjustment centered on institutional construction,development and integration,we are to realize the effective interaction between the Party,the state and society and the self-renewal of the ruling Party with the institutional adjustment as the core.The CPC undertakes the dual mission of leadership and governance.While realizing the self-revolution of the ruling Party,we should uphold and strengthen the overall leadership of the CPC,use the effective leadership of the CPC to create development,enhance the legitimacy of the ruling Party and the populace’s political recognition of the CPC,and consolidate the external foundation for the long-term governance of the CPC.
