摘要
农业基础设施是影响农业经济增长的重要因素。我国农业基础设施投资规模逐年上升,投融资模式不断创新,形成了产业基金、政府和社会资本合作(PPP)以及地方专项债等多种模式。但农业基础设施投资仍面临稳定现金流和比较收益不足、缺乏合格承贷主体、政府支持引导力度不足、资金投入机制和全过程管理机制有待优化等问题。因而,需要基于产业链和空间布局强化农业基础设施规划,进一步加强对农业基础设施的财政投入力度,发展土地资源化资金,推进财政资金管理机制改革,积极探索专项债、PPP模式等模式,探索农业存量资产的资产证券化,构建和完善农业基础设施产权市场、交易机制以及融资增信机制。
Agricultural infrastructure is an important factor affecting agricultural economic growth.The scale of agricultural infrastructure investment in China has been increasing year by year,and the investment and financing models have innovated continuously and various models have been formed,such as industrial fund,government and social capital cooperation(PPP)and local special debt.However,agricultural infrastructure investment still faces problems such as unstable cash flow and comparative income,lack of qualified loan recipients,insufficient government support and guidance ss well as the capital investment mechanism and the process management mechanism which needs to be optimized.Therefore,the government needs to strengthen agricultural infrastructure planning based on the industrial chain and spatial layout,and to further strengthen the financial investment in agricultural infrastructure so as promoting land resources funds and the reform of financial fund management mechanism.Furthermore,it is also can be done as actively exploring the special debt,PPP model,exploring the asset securitization of agricultural stock assets,and constructing and improving agricultural infrastructure property market,trading mechanism and financing mechanism.
