大同矿区采煤沉陷区综合治理难点与对策 被引量:6

Difficulties and countermeasures of comprehensive treatment of coal mining subsidence land in Datong mining area

摘要 针对大同矿区煤炭开采及其沉陷状况进行了全面研究,主要分析了采煤沉陷区地表沉陷严重且沉陷面积大、沉陷过程复杂、地表沉陷具有不确定性等特点,并且带来直接和间接影响。重点介绍了采煤沉陷区综合治理中搬迁安置、土地复垦、地质灾害治理和生态恢复等工程,指出在综合治理中存在土地政策不健全、治理资金落实困难、村庄原址和安置小区管理混乱以及政策保障和监管体系不完善等问题,并提出治理的基本原则和对策,包括健全完善采煤沉陷区土地政策、探索多元化资金投入机制、加强搬迁项目中的组织管理、保障矿区村民合法权益等。 The coal mining and its subsidence condition in Datong mining area were comprehensively studied,and the characteristics of coal mining subsidence was mainly analyzed,including serious surface subsidence and large subsidence area,complex subsidence process,uncertainty of surface subsidence and direct and indirect effects caused by surface subsidence.The projects of relocation and resettlement,land reclamation,geological disaster treatment and ecological restoration in the comprehensive treatment of coal mining subsidence land were mainly introduced,it was pointed out that there were still some problems in the comprehensive treatment,such as imperfect land policy,difficult implementation of treatment funds,chaotic management of village original site and resettlement community,imperfect policy guarantee and supervision system,and the basic principles and countermeasures of treatment were put forward,including perfecting the land policy in coal mining subsidence areas,exploring diversified capital investment mechanism,strengthening the organization and management of relocation projects,and protecting the legitimate rights and interests of villagers in mining areas.
