摘要
从水上交通事故责任追究的适用范围、依据、主体、客体以及安全管理建议的内容、整改措施落实、跟踪反馈等方面,提出不断健全水上交通事故问责与整改机制,进一步强化海事管理机构海事调查职能,以此作为改进和提高水上交通安全管理水平和维护水上交通安全形势稳定的重要抓手。
In view of the application scope,basis,subject,and object of the investigation into liabilities involved in maritime traffic accidents as well as the content,implementation of corrective measures,follow-up and feedback of suggestions on safe management,the paper suggests continuously improving the liability investigation and correction mechanisms for maritime traffic accidents and further enhancing the functions of maritime administration in marine investigation,making it an important means for strengthening maritime traffic safety control and ensuring the stability of maritime traffic safety situation.

程远林,男,中级海事调查官,毕业于广东海洋大学轮机工程专业,大连海事大学交通运输工程硕士。现任肇庆海事局二级主办、海事调查工作室牵头人,长期从事通航管理、海事调查、水上交通突发事件处置以及水上安全公益宣传等方面的工作,先后牵头或参与海事管理、海事调查等方面的课题研究,共发表相关学术论文8篇,曾获交通运输部优秀共产党员、广东海事局海事调查先进个人等荣誉。
