摘要
本文选取河南省商城县作案例研究,通过分析商城县特色产业发展的实践经验及困境,发现在乡村振兴背景下发展特色产业,需要从县域进行统筹,由政府、新型农业经营主体以及县域劳动力同向发力。其中,政府需要找准特色产业发展方向,聚焦差异化发展,优化人力资源配置,推动特色产业发展纳入目标考核,构建良好的利益联结机制;新型农业经营主体需要打造特色产业优质品牌,紧抓政策指引共建产业集群,积极招才引智;县域劳动力则需要自发提升整体素质水平。
This paper selected Shangcheng County of Henan Province as an example,through the analysis of the practical experience and difficulties of the development of characteristic industry in Shangcheng County,found that in the context of rural revitalization,the development of characteristic industry needs to be coordinated from the county,by the government,the new agricultural operation subjects and the county labor force in the same direction.Among them,the government needs to identify the development direction of characteristic industries,focus on differentiated development,optimize the allocation of human resources,promote the development of characteristic industries into the target assessment,and build a good interest connection mechanism.The new agricultural operation subjects need to build high quality brands of characteristic industries,closely follow policy guidelines to build industrial clusters,and actively attract talents.The county labor force needs to promote the overall quality level spontaneously.
