摘要
社区治理是国家治理的基础,而社区治理的支撑力量与问题难点都在基层。精准脱贫是新时期脱贫攻坚的基本方略,党的十八大报告明确提出,“要健全基层党组织领导的充满活力的基层群众自治机制”。社区主导发展项目是以赋权为核心,激发社区内部发展内生动力,尊重社区村民的主体地位,提高了社区成员的积极性和主动性,鼓励乡村自治,优化乡村治理结构,其理论和实践经验为我国的乡村自治建设及扶贫工作提供了有益的理论借鉴和创新支持。
Community governance is the foundation of national governance,and the supporting force and diffi culties of community governance are at the grassroots level.Accurate poverty alleviation is the basic strategy of poverty alleviation in the new era.The report of the 18th National Congress of the Communist Party of China clearly puts forward that“we should improve the dynamic grassroots mass autonomy mechanism under the leadership of grass-roots party organizations”.Community-oriented development projects take empowerment as the core,stimulate the community internal development of endogenous power,respect the principal position of community villagers,improve the community members enthusiasm and initiative,encourage rural autonomy,and optimize the structure of rural governance.The theory and practical experience can provide a useful theory reference and innovation support for the construction of rural autonomy and poverty alleviation work in our country.
