摘要
1948年,由于战争的破坏和自然灾害的侵袭,晋冀鲁豫边区灾荒接连发生,加重了边区人民的苦难,严重影响了边区的社会稳定。为了应对严重的灾荒,支持解放事业,中国共产党领导下的边区政府从实际出发,以人民利益为重,切实开展救灾工作,实行了发放救灾贷款和粮食、疏河开渠、节约募捐、发展副业、以工代赈等救灾措施。晋冀鲁豫边区的救灾工作,不仅解决了边区人民生产生活困难、稳定了边区社会、进一步发展了边区生产力,而且为边区政府救灾工作的开展积累了宝贵经验。
In 1948,due to the destruction of the war and the hit of natural disasters,the famine occurred one after another in,which aggravated the suffering of the people in the border region and seriously affected the social stability of the border regions.In order to cope with the severe famine and support the cause of liberation,the governments of the border regions,under the leadership of the Communist Party of China,earnestly carried out disaster relief work by proceeding from reality,focusing on the interests of the people,implementing measures for disaster relief as granting disaster relief loans and grain,dredging rivers and canals,saving money for donations,developing sidelines and providing work for relief.The disaster relief work in Shanxi-Hebei-Shandong-Henan border regions not only solved the production and living difficulties of the people,stabilized the society and further developed the productivity of the border regions,but also accumulated valuable experience for the later government′s disaster relief work.
