央企国民经济动员体系建设研究

摘要当前国际形势复杂多变,中国国家安全和发展利益面临着多重威胁与挑战。作为服务国家安全和发展利益的国民经济动员亦面临更大挑战。央企在国民经济体系中占据主导地位,央企的国民经济动员体系建设无疑对国民经济动员整体能力的提升起到巨大作用。基于此,从央企具有主导地位突出、动员潜力大、不可替代性的特点入手,突出央企在国民经济动员中的重要地位;提出基于动员需求满足度的央企分类方式,明确不同行业的央企在国民经济动员中所处位置;指出当前央企国民经济动员存在体制机制不健全、政策制度不完善等问题;构建双层组织机构和动员运行机制,明确央企与国资委、国家经济动员管理机构、央企所属行业主管部门之间的关系,并提出预案编制思路,以期提升央企国民经济动员能力。 The current international situation is complex and changeable,and China’s national security is faced with various threats and challenges.National economy mobilization,which serves the interests of national security and development,is also facing greater challenges.In the national economy system,central enterprises occupy a dominant position,and the construction of central enterprises mobilization system will undoubtedly contribute to the improvement of the overall capacity of national economy mobilization.Based on this,first of all,the characteristics of prominent leading position,great mobilization potential and irreplaceability of central enterprises,highlight the significant position of central enterprises in national economy mobilization.Secondly,the classification of central enterprises based on the satisfaction of mobilization demand is put forward,and the position of central enterprises of different industries in national economy mobilization is clarified.Next,the problems of imperfect systems and mechanisms,as well as incomplete policies and systems of the current central enterprises mobilization is pointed out.Finally,a two-tier organization and mobilization operation mechanism is established and the relationship among the central enterprises,the SASAC,the national economy mobilization office,and the industry departments of the central enterprises is clarified.In order to improve the national economy mobilization ability of the central enterprises,the idea of plan preparation is put forward.
