摘要
当前高校廉政制度与廉政文化建设存在相互脱节的现象:一方面廉政制度没有得到廉政文化的支撑,导致制度设计不科学,执行难以到位;另一方面廉政文化建设缺少制度保障,流于形式,难以取得实效。问题形成的主要原因在于廉政制度建设过程中师生参与度低、缺乏文化认同,廉政文化建设中制度约束不够、应付心态较多。解决这一问题的关键是构建高校廉政制度与廉政文化的互促机制,形成以廉政文化建设提升廉政制度功效、以廉政制度建设固化廉政文化成果的良性循环。
Disconnection between clean governance system and culture is currently found in higher education institutes,which is mainly found in the lack of support from clean governance culture for clean governance system resulting in the unscientific qualities with system design and its weakness in execution on the one hand,and on the other hand,clean governance culture is deprived of necessary system support in its construction,efforts stopping at the superficial level,its effectiveness hard to realize.The issue can be traced to the low participation of teachers and students,cultural identification missing,and to the insufficient restriction of the system,most content with perfunctory performance.For the problem to be solved,a mechanism for both of the two to mutually facilitate each other is to be constructed so that a situation in which clean governance culture promotes clean governance construction can come into being with system construction preferably consolidating culture construction.
