摘要
目前我国进口LNG主要采用“大型LNG运输船+大型LNG接收站”运输模式,通过管道和槽车进行LNG外输,终端客户依靠储罐存储和使用LNG,接收站和管道设施建设周期及配套设施投入大和周期长严重制约了LNG进口业务的发展。LNG罐箱作为LNG运输载体,通过实现公路、铁路、水运多式联运新模式能够一定程度上补充解决这个问题。本文结合当前国内天然气储气调峰设施建设情况和LNG罐箱特点,针对LNG罐箱堆场,提出工艺及设施安全设计和安全运行与维护方面的建议,为中国标准化协会城镇基础设施分会发起编制的《液化天然气罐箱堆场技术规程》献言献策。
At present,China’s imported LNG mainly adopts the transportation mode of"large LNG carrier+large LNG receiving terminal".LNG is transported out through pipelines and tank trucks.Terminal end customers rely on storage tanks to store and use LNG.The large investment and long construction period of receiving ternimal and pipeline facilities as well as supporting facilities have severely restricted the development of LNG import business.As LNG transportation carrier,LNG tank container can supplement and solve this problem to a certain extent by realizing the new mode of multimodal transportation by road,railway and water transportation.This paper combines the current construction of natural gas storage peak-shaving facilities in China and the characteristics of LNG tanks,and proposes recommendations on the safe design of process and facilities,safe operation and maintenance for LNG tank storage yards,and provides advice and suggestions for the"Technical Specification for Liquefied Natural Gas Tank Yards"initiated and compiled by the Urban Infrastructure Branch of the China Standardization Association.
