摘要
以设计单位为主体的EPC总承包模式具有显著的技术和资源优势,但在国内发展尚不成熟,需结合国情在工程建设过程中不断总结经验。以国内某天然气长输管道EPC项目为例,阐述了设计工程师在EPC项目部的职责及沟通方式,指出了设计变更、工程量签证以及工程索赔等方面的要求,通过现场实际案例分析了相关问题的处理方式,包括业主在施工过程中更换设备,项目部通过信函形式追溯;施工分包商恶意签证,项目部要求通过信函形式留痕。这些案例可为今后EPC项目现场问题的处理提供借鉴。
The EPC general contracting mode with the design unit as the main body has significant technical and resource advantages,but its development is not mature in China,so it is necessary to constantly summarize the experience in the process of project construction in combination with the national conditions.Taking an EPC project of long-distance natural gas pipeline as an example,This paper expounds the responsibilities and communication methods of the design engineer in the EPC project department,points out the requirements of design change,engineering quantity verification and project claim,and analyzes the treatment methods of relevant problems through the actual site cases,which include equipment replacement by the owner during construction,tracing by the project department via letters;malicious verifications provided by the construction subcontractor,and requirement to leave a mark via letters by the project department.These cases can provide reference for the treatment of on-site issues in the future EPC projects.
