摘要
组建医疗联合体是在医改大背景下促进公立医院改革、落实健康战略的重要举措,将有效促进医疗卫生资源的共享,推动医疗资源纵向流动,提高医疗服务效率,实现分级诊疗、双向转诊。该文借鉴孵化器理论,以江苏省卫健委基层特色科室孵化中心建设项目为抓手,通过江苏省特色护理基层孵化基地建设、南通市基层特色内分泌科建设基地建设过程中的的具体举措,将基层特色科室孵化项目与医联体工作紧密结合,探索紧密型医联体的实践模式,积极探讨有效提升社区卫生服务能力和服务水平、优化医疗卫生资源配置、促进医院优势学科和特色专科作用发挥的途径,提出医联体建设的思考和解决方法,最终引导患者有序分级诊疗,实现小病在社区、大病到医院、康复回社区的良好局面。
The establishment of a medical consortium is an important measure to promote the reform of public hospitals and implement health strategies under the background of medical reform.It will effectively promote the sharing of medical and health resources,promote the vertical flow of medical resources,improve the efficiency of medical services,and achieve hierarchical diagnosis and treatment,and two-way transfer diagnosis.This article draws on the theory of incubators,takes the construction project of the incubation center of the basic-level special departments of the Jiangsu Provincial Health Commission as a starting point.The special department incubation project is closely integrated with the work of the medical consortium,exploring the practice mode of the close medical consortium,and actively discussing the effective improvement of community health service capabilities and service levels,optimizing the allocation of medical and health resources,and promoting the role of the hospital’s superior disciplines and specialty specialties,putting forward the thinking and solutions for the construction of medical consortium,and finally guide patients to orderly graded diagnosis and treatment,to achieve a good situation of minor illnesses in the community,serious illnesses to the hospital,and recovery back to the community.
