摘要
国家标准对服务贸易发展具有重要作用,一定的标准存量是服务贸易领域标准有效供给的规模保障。我国服务贸易国家标准规模随着标准存量增加逐步扩大,并表现出结构性特征。强制性标准和推荐性标准具有一定规模,尤其是推荐性标准。结合标准实施效力和是否采用国际标准来看,强制性特有标准占比高于强制性一致标准占比,推荐性特有标准高于推荐性一致标准占比;推荐性特有标准所占比重最高,其次是推荐性一致标准,强制性一致标准的比重最低。近年来服务贸易领域各类国家标准的总量规模有所增长,但标准年供给量有下降趋势。我国应积极完善服务贸易国家标准的数量和规模,为服务贸易发展提供支持。
National standards play an important role in the development of China’s service trade, certain standard stock is the scale guarantee of standard effective supply. China’s national standard scale has been gradually expanded with the increase of standard stock, and had structural characteristics. Mandatory and voluntary standards have a certain scale, especially the latter. According to the effectiveness of standards implementation and the adoption of international standards, the proportion of mandatory country-specific standards is higher than that of mandatory harmonized standards, and the proportion of voluntary country-specific standards is higher than that of voluntary harmonized standards;the proportion of voluntary country-specific standards is the highest, followed by voluntary harmonized standards, and the proportion of mandatory harmonized standards is the lowest. The total stock of all kinds of standards has increased and showed a downward trend in recent years. China should actively improve the quantity and stock of national standard for service trade to provide support for the development of service trade.
