摘要
当前已有的福利体制研究与国家安全研究衔接不足。福利体制对于国家整体安全具有重要价值,尤其具有经济安全价值、政治安全价值和社会安全价值。英国福利国家抗疫策略失误说明,蚕食和破坏福利体制将严重危害国家安全。大国竞合时代我国需要优化顶层设计,继续完善福利体制功能,构建外部风险内部消化机制,探索协同融合福利体制与国家安全体系,使福利体制能够为保障我国安全发展核心利益服务。
Currently,the existing research on welfare regimes is insufficiently connected with the research on national security.The welfare regime has essential values for the overarching security of a country,especially the economic security value,political security value and social security value.The lesson from the mistakes of the anti-epidemic strategy of the British welfare state shows that the encroachment and destruction of the welfare system will seriously harm national security.China needs to optimize the top-level design,continue to improve the function of the welfare regime,construct the internal digestion mechanism of external risks,and explore the synergism and integration of the welfare regime and the national security system,so that the welfare system can serve the core interests of safeguarding China’s security and develop-ment.
