摘要
针对目前船舶设备尚不能有效满足国际压载水公约的要求,中国海事局已颁布相关管理条例的情况,从公约替代方案和"灭火器"应急功能的角度,对压载水港口接收处理设施的分类、工艺路线、技术方案及船岸改造思路等方面的问题进行了探讨,并分析了各类技术的优缺点、应用方向及其经济性。认为该项技术的开发和应用具有良好的现实基础和前景,优越性突出。建议相关设备制造厂家尽快开发样机设施,推进港口示范工作,且以此为基础完善法律法规,制定行业准入许可、港口排放要求、设备认证要求及制造标准等;"排头兵"港口应尽快探索和落实切实可行的港口与船舶改造方案,并尽早上马应用。
Aim at many ship-fitting BWMSs currently fail to meet international Ballast Water Convention requirements and China MSA issued related regulations, from the perspectives of ballast water port reception treatment facilities(BWPRTF) as alternative and contingent measures to meet the Ballast Water Convention, it conducted in-depth discussions on its classifications, process route, technology selections, retrofit concept, etc., then further explored and analyzed its merits and demerits, applications and economy comparisons. It can be found that the development and application of the BWPRTF technology possesses a good realistic foundation and prospect, with outstanding features. It is suggested that related makers should research & develop the prototype equipment as soon as possible, promote demonstration work on port, and subsequently improve laws and regulations on this basis, to formulate industry access permits, discharge standards, equipment approval and fabrication norm. Pioneer ports should explore and implement feasible retrofit programs and plans for ports and vessels, and shall put it into use as early as possible.
