摘要
研究体育产业政策的效果对完善政策工具的制定和有效落实具有积极的意义。基于2005—2017年的时间序列数据,以投入产出视角和政策工具理论为分析框架,以向量自回归(VAR)模型为量化分析方法,评价福建省体育产业政策工具的动态效应。研究发现:体育财政投入对体育产业增加值的影响更为显著,且受体育产业增加值的冲击效应较强;体育产业投入要素不能对体育产业增加值产生持续向好的影响,短期内无法发挥政策工具的有效性,甚至还会抑制体育产业的发展;体育产业增加值对体育产业财政和人力投入冲击的响应具有一定的时滞性。研究建议:推进福建省体育消费信息化建设,完善体育产业分类统计制度;完善体育产业财政政策工具,优化财政投入结构;加大体育产业人才培养投入,建立高层次复合型人才的培养机制;活用体育产业政策工具,优化劳动密集型体育服务业的发展,推动技术密集型体育用品制造业的转型。
Studying the effects of sports industry policies has a positive significance for improving the formulation and effective implementation of policy tools.Based on the time series data from 2005 to 2017,using the input-output analysis method as the framework,the vector autoregressive(VAR)model is used to evaluate the dynamic effects of sports industry policy tools in Fujian Province.The study found that the impact of sports financial investment on the added value of the sports industry is more significant,and the impact effect of the added value of the sports industry is stronger;the investment elements of the sports industry cannot continue to have a positive effect on the added value of the sports industry,fail to exert the effectiveness of policy tools in the short term,and even inhibit the development of the sports industry;sports industry added value has a certain time lag in response to sports industry financial and labor input shocks.It is recommended to promote the construction of sports consumption informatization in Fujian Province and improve the classification and statistical system of sports industry;Improve the financial policy tools of the sports industry and optimize the financial input structure;increase investment in personnel training in the sports industry and establish a training mechanism for high-level compound talents;utilize sports industry policy tools to optimize the development of labor-intensive sports services and promote the transformation of technology-intensive sports goods manufacturing.
