摘要
配电网建设是一项长期性的投资行为,国务院国有资产监督管理委员会发出进一步严格控制电网投资的通知,如何做好精准投资成为迫切需要解决的问题,因此在电网投资中需要针对乡镇低压配电网提出差异性的投资策略。基于项目排序系统提出一套针对乡镇低压配电网的投资策略,通过该投资策略最终达到“问题可视化”和“项目精益化”的目的,真正做到精准投资。在电网投资周期的电网诊断和项目排序这2个重要环节中,通过全面梳理乡镇低压配电网现状,分析低电压、重过载、高线损等问题原因,实现配电台区问题可视化,助力乡镇低压配电网精确诊断。研究出针对低压配电网的基于改进型层次分析法的规划项目排序系统,从“评级、评效、评优”3个层级对规划项目进行全方位权衡、打分、排序,切实做到精准投资,促进企业提质增效。
Distribution network construction is a long-term investment behavior,and SASAC issued a notice to further strictly control grid investment,so how to make the precise investment has become an urgent problem to be solved.Therefore it is necessary to propose a different investment strategy for the low-voltage distribution network of the township in the power grid investment.This paper proposes a set of investment strategies for low-voltage distribution networks in towns and villages based on the project sequencing system.Through this investment strategy,the goal of"problem visualization"and"project lean"is finally achieved,and precise investment is truly achieved.In the two important links of power grid diagnosis and project sequencing in the power grid investment cycle,the current situation of low-voltage distribution networks in towns and villages is comprehensively reviewed,and the causes of problems such as low voltage,heavy overload,and high line loss are analyzed.We realized the visualization of platform problems and help township low-voltage with accurate diagnosis of network,developed a planning project sequencing system based on an improved analytic hierarchy process for low-voltage power distribution networks.We also comprehensively weighed,scored,and ranked planning projects from the three levels of"rating,evaluating,and effecting"to achieve precise investment and promote enterprise quality and efficiency.
