摘要
南京国民政府推行省政府主席制度,其目的在于加强中央集权,改善地方政治社会的治理,以维护自己的统治合法性。在整个社会治理体系中,省政府及其代表——省政府主席发挥着关键作用。吴忠信主政安徽后,不仅采取了一系列治理措施,而且有针对性地展开治理,为安徽的秩序稳定和社会发展奠定了一定的基础,取得了一定成效。然而,总体来看,吴忠信对安徽的社会治理因政策未得到有效实行、地方势力的阻挠、攻击等而产生了诸多困境,并未取得预期效果。这种自上而下的行政化、命令式治理模式,无法从根本上解决社会治理运作中的规范性和实效性问题。
The Nanjing National Government promotes the provincial government chairman system,the purpose of which is to strengthen centralization and improve the governance of local political society to consolidate the legitimacy of its rule.In the whole social governance system,the provincial government and its representative-the chairman of the provincial government play a key role.After Wu Zhongxin took charge of Anhui,he not only took a series of governance measures,but also carried out targeted governance,which laid a certain foundation for the order stability and social development in Anhui,and achieved certain results.However,on the whole,Wu Zhongxin’s social governance of Anhui has caused many difficulties due to the ineffective implementation of policies,obstructions and attacks by local forces,and has not achieved the expected results.This kind of top-down administrative and imperative governance mode is fundamentally unable to solve the problems of standardization and effectiveness in the operation of social governance.
