城市人才争夺现象的探究:现象生成、政策分析与对策建议 被引量:2

摘要 2017年,国内二线城市一场城市人才争夺战打响,随后北、上、广、深等一线城市也加入其中,人才争夺趋于白热化。研究发现,人才争夺是经济发展转型、产业优化升级、人口红利消减等因素共同作用的结果;在引才政策上,各城市在目标群体、福利待遇、引才目的上既有差异又有共性;在政策效果上,短期内会吸引人才流入、促进城市发展,但长期来看则会加剧地区间人才失衡。因此,需要理性地构筑城市人才高地,在引进人才的同时强化本地人力资源的开发;在提供政策支持的同时关注城市公共服务水平的提升;最后还需要树立多元化人才观,实现人才资源可持续发展。 In 2017,a competition for urban talents in China's second-tier cities began,followed by first-tier cities such as Beijing,Shanghai,Guangzhou and Shenzhen.After that,the competition for talents has become more and more heat.It is found that the competition for talents is the result of economic transformation,industrial optimization,demographic reduction,etc.In the policy of attracting talents,there are both differences and commonalities among cities in the target groups,welfare benefits and the purpose of attracting talents.In terms of policy effect,it will attract talent inflow and promote urban development in the short term.But in the long term,it will aggravate the imbalance of talent among regions.Therefore,it is necessary to rationally construct the urban talent highland and strengthen the development of local human resources while introducing talents.While providing policy support,we should pay attention to the improvement of urban public service level.Finally,it is necessary to set up the view of diversified talents to realize the sustainable development of human resources.
